Stunning, right? 😍 These Thanksgiving table arrangements are no accident and were custom made by yours truly Katie James Inc. Design with the loving guidance from Jill owner of Witch Hazel (near Artisan Wine Shop), the store that is quickly joining the league of amazing smelling stores on Beacon’s Main Street.

I brought in the vases (but she has beautiful little and big vases you can buy there), and we picked the flowers that would stand as centerpieces during my Thanksgiving Dinner for my visiting family. The big maroon center flower is a mushroom. A mushroom! The texture of front and back are different from each other and fascinating. Hunting For "Fancy Cocoa Powder" But Found These Goodies On Main Street Instead

For a request for “pudding in fancy glasses," went in search of “fancy cocoa powder” in order to homemake such pudding (turns out, an unsweetened dark chocolate bar or chips were called for), but found all of this goodness instead:

  • The homemade apple pie at Stella’s Fine Market, and the make-your-own version in a jar.

  • The stacked rack at Utensil Shops that we didn’t know we needed but there it is solving the counter problems, as well as the popcorn 🍿 bucket. “Everything you didn’t know you needed and more on Main Street! I love that Yamazaki Home - got one in my kitchen too! Happy Thanksgiving!

Eventually, the fancy cocoa powder was at the old trusty grocery stores, Beacon Natural and Key Food Beacon.

The Spirit Of Beacon Day Is OPEN!

Everyone!!

The "Spirit of Beacon Day is alive an well," said former Chair Gwenno James to the City Council during a meeting back in July, during her final appearance as Chair. She was there to present the new Board who volunteered after she put out the call across different channels, which was also published by A Little Beacon Blog.

A Little Beacon Blog's publisher, Katie Hellmuth Martin, felt the role a natural fit for her, being that she had produced 2 floats for South Avenue Elementary School (and decorated 1 drive-by car in the parade during the pandemic), as well as her experience hosting pop-up shops and other community events in her former office space on Main Street.

Junior (Zayed) Dabashi of Key Food had also volunteered to serve, with his experience running many community events for Key Food's family grocery stores in Beacon and in Milford, PA, including car shows (one of his favorites), and open-to-the-community cookouts at the Mosque in Beacon.

Ali T. Muhammad volunteered as well, and as a Beaconite who served on Beacon's City Council, his commitment to Beacon runs deep. You'll see him on the day of the event with a microphone in his hand, serving as a Board Member and MC.

Nickeya Allen pulled in as Treasurer, eager to serve, as her two young children had attended the parade and festival in year's past, and she has participated with ALBB before via Juneteenth.

The reaction from friends and community members has been consistent, and in two forms:
1. "You are crazy!"
2. "Amazing, thank you!! You might be crazy!"

It is true. Anyone who steps into these roles knows that they have a marathon ahead of them. The difference is this is a group marathon where many in the community want to also dive in, get creative, and express what is Beacon.


This Year's Theme: "The Origin Story"

The theme of this year's Spirit of Beacon Day is: "The Origin Story," and here's why:

Event organization wasn't the only reason the role felt right to Katie. In her introductory speech at City Council for the public to hear, she stated: "When the pandemic blossomed into the racial reawakening across the United States and even in Beacon, NY, I started covering the protests down Main Street that marched to Memorial Park and Pete and Toshi Seeger Riverfront Park to listen to people's stories during the open mike sessions.

"As a reporter, I got out of my comfort zone and spoke with neighbors I had never spoken to before, heard their stories about their lives in Beacon, and reflected. In 2020, when September rolled around, I thought the Spirit of Beacon Day was the perfect time to kaleidoscope this. To shine the light on the origins of why the Spirit of Beacon Day was created in 1977." But the pandemic happened, and squashed all in-person events. Gwenno and her committee did all they could to produce a virtual version of the day to keep the spirit alive.

According to an article in the Beacon Evening News from 1985: "For a number of years, the students from the Beacon School System and the community were having some problems that had racial overtones. It was during the winter and early spring of 1977 that, for several days and nights, racial problems became severe. The Sheriff’s department was called into the community to help bring the situation under control. A community meeting was held at the Howland Library."

During that meeting, a solution arose: a community day to bring the people together to better understand each other. This day was called The Spirit of Beacon Day.


The 45th Year For The Spirit Of Beacon Day

In early Committee discussions, the Board members expressed the importance of opening up the day to new organizations to participate. The Committee is so excited to dive into this project to bring it to you, with you. We encourage all of you to apply for a Table and/or to participate in the parade. if you have developed something in the last few years, let's see it! Show it to the people so that more young people can experience it. If you have had something for decades, but never considered participating in this day, please do so now!

Yes, we need so many Volunteers! Volunteering can include helping parade floats and marchers get lined up the day of the parade, helping vendor tables get set up, connecting with non-profits, speaking to Main Street business owners, putting out yard signs in advance, going to collect those yard signs once the day is over, emailing businesses for sponsorship opportunities, producing Instagram art and posts, running the Facebook page, etc.

The Spirit of Beacon Day now has a GoFundMe drive! Producing this event does cost a bit. Our goal is to raise funds needed for the essentials, and have stipends that we can offer to the schools for decorating their floats, as well as a few other ideas. We do want a cushion so that we are not starting with a low balance at the start of the planning phase. Due to time, we are not having a Fundraising Event this year because August is when everyone goes on vacation, and September is Float Building Time!! All hands on deck.

TABLE APPLICATIONS
The Spirit of Beacon Day is everything with its vendor tables and experiences. Which non-profits and social entities making a difference can the community reach out to and meet at a table? Vendor tables are limited, and we are keeping it to non-profit and social groups or entities only. Application required, and if accepted, a $35 Table Fee is needed to secure the spot. Food businesses are encouraged to reach out to partner with a non-profit if they want to offer food. We are encouraging After School Clubs to apply to represent at a table, and other groups not normally seen but need the exposure to reach our young people. Non-profits and groups can serve/sell food as usual! Otherwise, we encourage everyone to also visit our brick and mortar restaurants in Beacon, in addition to the rare street food you'll find from the organizations.

One of ALBB’s favorite places to stop into is Beacon Mercantile. Not only you can stop in to refill a scent, but you can pick up some scents for friends while you’re there too! Based on the clever names that owner Toni Hacker of Beacon Mercantile always chooses for her scents, we immediately thought of some friends.

Here is some insider info for you:

If you’re an avid reader of A Little Beacon Blog, you’ll notice that we quote an anonymous Citizen Reporter with the name “Cowboy” in their name. This person is always out and about and sending us scoop with photos from their experiences in town. For them, we felt Beacon Mercantile’s scent, “Cowboy Vetiver” was a great fit.

Next, we saw “Stolen Bike” and immediately thought of our dear friends at Homespun Foods. Why you ask? Because we happen to know that the owner, Joe Robitaille, has kids. And those kids have bikes. First Fridays In Beacon Are On - Paving Looking Great - Ready For Paint & Shoppers

Just in time for First Friday in Beacon, the newly paved Main Street is an inviting open road to travel down. Striping happens next, and then the blacktop is ready for a hot summer.

First Fridays in Beacon started last month, and are for destination shopping, to encourage people to linger longer out on Main Street on a Friday night in Beacon, which can sometimes be a little quiet as people duck into restaurants and order take-out for an easy night before busy Saturdays and Sundays.

Said Toni Hacker, owner of Beacon Mercantile and maker of perfumes, lip glosses, candles and more: “First Friday was GREAT…lots of fun, very busy, and lots of locals saying how happy they are that First Friday is now a thing and a night to get out and see what’s new on Main Street.”

First Fridays run the entire length of Main Street, from the mountain to the river. Then tune in for Second Saturday, which is officially back! BeaconArts made their announcement this week. More to come on that.

Everyone Pitching In For Pretty Paving

All departments on deck for Beacon’s paving project. The Highway Department, Water Department, Police Department, and stores worked together to get it done. Some stores like Key Food Beacon and All You Knead Bakery allowed Highway Department trucks to park in their driveways while paving trucks were doing their things.

Welcome back to the weekend Beacon! Despite the bright orange signs, you are free to park on Main Street this weekend in between the milling phase, and the paving phase. Though watch out for the road, as it is all scratched up and has exposed personhole covers from the milling. Bad for tires. But DO go into shops! They need you, as shopping has been low during this week, say some shop owners, as drivers avoided Main Street.

All in all, the enormous project has been going well. Though Beacon's historic Dummy Light was hit and knocked to the ground by a City vehicle. Many Beaconites were not happy about it. The light is in the process of being restored by the City, but people kept their feelings about it. Read all about it here.

For those sports fans of little kid teams, now is your chance to really jump in by volunteering to help out as a coach on the Beacon Junior Baseball team. This co-ed league saw a surge in signups from t-ball to regular ball, and is looking for extra help for their 11 and 12 age-group teams. You don't need to know how to play baseball to participate! That's the fun of it. Sometimes just you being there in the field helps the practice move along. You will be supported by Beacon Junior Baseball leaders who will guide you in what to do. Sales Tax Eliminated For Clothes & Shoes Under $110 In Dutchess County - Plus - Forfeited Beacon Sales Tax Renegotiated Without Disclosing Beacon's Collection To Public

Starting March 1st, 2022 residents and visitors shopping in Dutchess County will not pay sales tax on individual clothing or footwear items costing less than $110. This cut in sales tax was first announced in October 2021, and adopted when Dutchess County passed its budget in December 2021. Sales tax generated from Beacon continues to be forfeited to Dutchess County - meaning the City of Beacon does not collect the money generated from sales tax to spend at its digression.

For decades, the decision for Beacon, Poughkeepsie and other municipalities in Dutchess County has been to funnel sales tax money to Dutchess County, and receive negotiated payments from Dutchess County in return. The dollar amount of sales tax generated from Beacon has not been disclosed by Dutchess County or New York State, as reported by A Little Beacon Blog, and continues to not be disclosed during Beacon’s recent negotiations with Mayor Lee Kyriacou in 2022 and signed legislation to continue the practice.

But First - The Benefit For Shoppers

According to Dutchess County’s press release from Dutchess County Executive Marcus Molinaro sent 2/28/2022: “The sales tax exemption on clothing and footwear was adopted as part of the 2022 County Budget which provided for and is part of several efforts to deliver sustained tax relief to Dutchess County residents with more than $20 million in annual tax relief, including the largest property tax decrease in County history.”

“Starting Tuesday, residents and visitors will now pay less when they need to make essential clothing and footwear purchases. Combined, we are delivering $20 million in sustained tax relief.”

This means that every item in a store that is clothing or footwear and is under $110 will not be charged sales tax. Shops that ring their sales up manually will need to remember to do this when writing out the receipt. Shops that use point of sale (POS) systems and bookkeeping software like QuickBooks will have an easier time of assigning what products within their inventory have sales tax attached.

Different Sales Taxes Attached To Each Purchase In New York State

There are different taxes attached to retail sales. “In New York State, clothing, footwear, and items used to make or repair exempt clothing which are sold for less than $110 per item or pair are currently exempt from the State’s 4% sales tax,” according to Dutchess County’s press release.

“Consumers currently pay the Dutchess County sales tax rate of 3.75% and the 3/8th% Metropolitan Commuter Transportation District (MTA) tax, for a total of 4.125% tax on these purchases,” the press release outlined. “Effective March 1st, 2022, Dutchess County becomes one of only 9 counties in New York to eliminate county sales tax on clothing and footwear items under $110, and the only county in the mid-Hudson Valley region to do so.”

Those counties are or have been: Chautauqua County, Chenango County (outside the following) Norwich (city), Columbia County, Delaware County, Dutchess County, Greene County, Hamilton County, Tioga County, and New York City.

The sales tax exemption is a per-item exemption and doe snot include the 3/8th% MTA tax.

According to the press release, Dutchess County retailers were notified of the upcoming sales tax change by the New York State Department of Taxation and Finance. Specific details of the exemption are available online Publication 718-C – Sales and Use Tax Rates on Clothing and Footwear.

Details Of Type Of Clothing Exempt

According to the legislation, “the exemption applies only to clothing and footwear worn by humans. It also applies to most fabric, thread, yarn, buttons, snaps, hooks, zippers, and similar items that become a physical component part of exempt clothing, or that are used to make or repair exempt clothing.”

Items not included in the exemption include costumes or rented formal wear; items made from pearls, precious or semi-precious stones, or imitations; athletic equipment; or protective devices, such as motorcycle helmets.


What This Means For Sales Tax Collected From Beacon

New sales tax sharing agreement for 2023-2032 have been negotiated and are being signed into law. The dollar amount of sales tax generated from stores in Beacon has not been disclosed to the public by Mayor Kyriacou, who very briefly briefed the City Council at a Workshop meeting in February 2022, and more in depth at the following meeting, where the renegotiated rate was unanimously voted Yes on.

According to Dutchess County’s 2/28/2022 press release announcing this new sales tax cut: “The clothing and sales tax exemption goes into effect as the County is working with the Cities of Beacon and Poughkeepsie to update the current sales tax sharing agreement, which provides millions of dollars in sales tax revenue to local municipalities each year. The current agreement expires in 2023, and requires the authorization of each City Council, the County Legislature, and the NYS Comptroller.

“The agreement allows Dutchess County Government to continue to collect a 3.75% County Sales and Use Tax, with the Cities of Poughkeepsie and Beacon surrendering their right to receive one-half of the non-state sales and use tax (which equals 1.5%) collected within their respective municipalities. (The agreement is among these three parties because under state law, only county and city governments have the right to impose a local sales tax; towns and villages do not have that right.)

“The new agreement will be a streamlined agreement that eliminates the complicated formula for sales tax growth contained in the current agreement. The new agreement, which will run from 2023 to 2033, will be a simple percentage formula. Each of the cities will see a graduated increase in the percentage of sales tax received over the term of the agreement, with the City of Poughkeepsie increasing their percentage of sales tax collected from the current 4.59% to receiving 6.02% by 2030. The City of Beacon will go from its current 2.00% to receiving 2.62% by 2030. Local towns and villages will continue to share 9.5% of total county sales tax collected.

“Over the last 10 years, we have distributed more than $300 million in sales tax to our 2 cities, 20 towns and 8 villages. This new agreement increases the percentage of sales tax the two cities will receive, while ensuring the towns and villages sales tax revenue is protected and grows as sales tax receipts grow,” County Executive Molinaro said.

“The City of Beacon Council voted to approve the new agreement on Tuesday, February 22nd. The City of Poughkeepsie Council is expected to vote on the agreement on March 14th. It will then go to the Dutchess County Legislature for vote at the April board meeting.”

Generated Sales Tax Grew In 2021

According to a press release made by Dutchess County Executive Marcus Molinar’s office on 10/13/2021: “Dutchess County has seen revenues rebound strongly in 2021, with sales tax receipts well exceeding original projections year-to-date and continued federal reimbursement for many of the COVID-19 expenses as well as American Rescue Plan (ARP) funding. This has enabled the County to fill many of the positions that had been held vacant this year and restore full position funding in the 2022 Executive Budget, expand and enhance programs, while also reducing the property tax levy – the amount collected from property taxpayers.”

While Dutchess County indicates that they know the sales tax number generated to them by surrounding municipalities who have forfeited their right to collect their own sales taxes, the totals for each municipalities continues to not be disclosed by Dutchess County, or Beacon’s Mayor Lee Kyriacou, if that number was disclosed to him while negotiating with the county on the rate.

Dutchess County Legislature Chairman Gregg Pulver said, “At a time when many costs are going up for families, I am very proud that Dutchess County Government is doing all we can to lower costs for our residents. This sales tax exemption helps people hang on to their hard-earned money and also makes Dutchess County an even more attractive shopping destination for visitors. We have worked hard to make smart, conservative fiscal decisions over the years so we can keep providing savings to our citizens.”

Knowing the sales tax number generated by each municipality would help all Dutchess County residents know if their municipality were getting a good deal from the County when being cut a check to be used at each municipality’s digression, in addition to being provided services by Dutchess County.

Yanarella has been guiding and instructing students since 1957- over 60 years ago! Since the day they opened their doors, their philosophy has been “every child should have the same opportunity to dance, regardless of talent or ability. There is no can’t in dance. There’s only a C-A-N.”

Yanarella's year begins in December and runs all year until their recital in November. They offer classes in a variety of levels and styles. In addition to their full year schedule, they offer shortened Introductory Courses and Summer Camps.

Their facility has three dance rooms, all adjacent to waiting rooms with half walls for observers, instead of observation windows. All rooms are equipped with state of the art sound systems, mounted and standing ballet barres, and full length mirrors. They also have a sprung wooden floor made specifically for dancers and multiple air purifiers throughout the studio.

A pillar in the community, Yanarella performs and participates at various functions in Beacon and the greater Hudson Valley area throughout the year, including Beacon’s St. Patrick, Memorial Day and Spirit of Beacon Day parades- just to name a few. Easy Local COVID Vaccination Drugstore For 5-11 Kids, Older Kids, and Adults - Plus Shopping For Prizes!

The little pharmacy in Cold Spring - Drug World - has been on the hunt to provide COVID-19 vaccinations to the area since the vaccination for adults first became available. The Highlands Current covered the behind-the-scenes in what was required to administer the vaccine in their article “Drug World Chases COVID Vaccine.” This, followed by a letter from a reader, “Thanks To Drug World” which described what owner Heidi Snyder did to secure doses and partnered with Mark Snyder and Father Steve Schunk from St. Mary’s Episcopal Church to organize a team of community volunteers to administer it, according to a letter from John and Eva Humbach, followed by several other letters of support published in the newspaper.

Soon after the child’s dose of the COVID-19 vaccine for kids ages 5-11 became available, Drug World secured doses and made scheduling available on their website. Drug World’s website is also connected to the national database of vaccination locations, called Vaccines.gov, an easy to use online tool filtered by zip code, age and vaccination brand to book a vaccination for any available age.

Locations that do not have online booking do offer a phone number to call, or directions on if walk-ins are accepted. In Beacon, for instance, the new local pharmacy Beacon Wellness Pharmacy with the black and white awning across from Rite Aid offers the flu vaccination for walk-ins, and needs an appointment made online for the COVID-19 vaccination. The kids ages 5-11 will be available soon at Beacon Wellness Pharmacy, said the owner Enrique Reynoso, RPH, M.B.A., BCMTMS (review to come of Beacon Wellness Pharmacy’s shopping selection! we totally shopped it while flu-shotting).

Drug World did not disappoint Their Hanukkah selection is front and center at the front doors, while inside, there is a well curated selection of designer band-aids, coveted poppet stress toys (they are the new fidget-spinner and are all the rage on Tik Tok - kids collect them), and even picture frames! Not sure if you know, but picture frames are hard to find.

Hop and Shop is BACK In Beacon For Holiday Shopping 2021! Details Here…

Back for its 4th year of community supported shopping, Hop & Shop is thriving this year in its efforts to support businesses on Main Street during this holiday season. Produced by retail elves on Main Street who do this in addition to running their brick and mortars, Hop & Shop is two nights (Thursday and Friday, 12/2-3) of longer shopping hours in Beacon (recommended closing time is 9pm, which is late for Beacon), plus fun deals or specials to go along with it.

Businesses can sign up here, and shoppers can learn about specials after November 29th, when the holiday shopping season officially kicks into high gear. This will be a great activity after Thanksgiving in that Black Friday slide. For those interested in how this works, see their FAQ page.

Taking A Shopping Spin In The Beacon Flea - Cold With A Touch Of Sunshine

Shopping and dining took a a turn outdoors when the pandemic hit and fresh air became a top priority in real estate. Outdoor fair weather markets had already been outdoors, but they were still impacted by the shutdown. Through the cold months, shoppers and vendors became more resilient to being outside in almost any weather, hopeful to continue making the sale (vendors) and finding treasures to keep or give as gifts (shoppers).

This November, the Beacon Flea is still open which is unusual, as it tended to end in the Fall. According to the Beacon Flea’s website, the open air, fair weather market will remain open through December.

The Beacon Flea is particular about who can vend, and encourages people to refresh their inventory to keep the treasure hunt fresh. The fee structure is a bit different this year, and is based on the size of the vendor’s car, which now must be parked in the market at the vendor’s spot. This layout has not altered the shopping experience at all, as people still have plenty of room in the isles. If anything, the shopping experience is cozier for each vendor, as more of an environment is created by the vehicle. Those interesting in vending can learn more here, and the Beacon Flea’s founder Emma Dewing will be in touch.

Halloweeny! :: Retail Therapy Guide 10/29/2021

Remember that time last year when Halloween was practically canceled, and people were Pinteresting "candy shoots" and other inventive ways to be COVID safe for Trick or Treating? And parents may have been secretly thinking: "Thank goodness for this year off from one of the most intense weekends of the year with all of the school parades, Trunk or Treats, and the big Halloween Night itself..."

Well...all of that pent up energy is flowing strong for this year's Halloween Weekend which culminates on Sunday. The weather is providing a perfect dose of blustery with a chill and a threat of rain. Rain or mist, most things seem to be still on.
